Nesma Infrastructure & Technology is currently seeking a highly qualified and experienced Environment, Health and Safety Manager to join our team in Riyadh, Saudi Arabia. This role is critical to ensuring the highest standards of environmental compliance, occupational health, and workplace safety across our HVDC (High Voltage Direct Current) projects. The successful candidate will be responsible for developing, implementing, and maintaining comprehensive EHS management systems that align with Saudi Arabian regulations, international standards, and Nesma's corporate policies.

As the EHS Manager for our HVDC division, you will lead all aspects of environmental protection, health surveillance, and safety performance across multiple project sites. You will work closely with project managers, engineering teams, contractors, and regulatory authorities to foster a culture of safety excellence and environmental stewardship. Your expertise will directly contribute to minimizing workplace incidents, reducing environmental impact, and ensuring full compliance with local and international EHS legislation.

Key Responsibilities:

Develop, implement, and continuously improve the EHS management system specific to HVDC transmission projects, ensuring alignment with ISO 14001, ISO 45001, and Saudi Arabian regulatory requirements. Conduct thorough risk assessments and hazard identification studies for all HVDC construction, commissioning, and operational activities. Establish and monitor key performance indicators for EHS metrics, including incident rates, near-miss reporting, and corrective action completion. Lead incident investigation processes using root cause analysis methodologies such as the 5-Why technique, fault tree analysis, and bow-tie analysis. Prepare detailed investigation reports and ensure timely implementation of corrective and preventive actions.

Oversee environmental impact assessments and ensure compliance with Saudi Vision 2030 sustainability goals and the National Environmental Strategy. Manage waste handling, hazardous materials storage, spill prevention, and emergency response planning across all project locations. Coordinate with the Saudi National Center for Environmental Compliance and other regulatory bodies to maintain all necessary permits and licenses. Develop and deliver EHS training programs tailored to HVDC project requirements, including high-voltage safety, confined space entry, working at heights, and electrical safety protocols.

Conduct regular safety audits, inspections, and walkthroughs at project sites to identify non-conformances and drive continuous improvement. Manage the permit-to-work system, ensuring all high-risk activities are properly authorized and controlled. Liaise with subcontractors and third-party vendors to ensure their EHS practices meet Nesma's standards and contractual requirements. Prepare monthly, quarterly, and annual EHS reports for senior management and external stakeholders. Champion safety culture initiatives, toolbox talks, and behavioral-based safety programs across the organization.

Required Qualifications and Experience:

Bachelor's degree in Environmental Science, Occupational Health and Safety, Engineering, or a closely related discipline. A Master's degree in EHS Management, Environmental Engineering, or a relevant field is highly preferred. Minimum of 10 years of progressive experience in environment, health, and safety management, with at least 5 years in the power transmission, energy infrastructure, or heavy construction sector. Demonstrated experience working on HVDC, HVAC, or large-scale electrical transmission projects is strongly advantageous.

Professional certifications such as NEBOSH International General Certificate or Diploma, OSHA 30-Hour Construction Safety, Certified Safety Professional (CSP), or Chartered Member of IOSH are required. Additional certifications in environmental management, such as ISO 14001 Lead Auditor, are highly desirable. In-depth knowledge of Saudi Arabian labor laws, environmental regulations, and the General Organization for Social Insurance (GOSI) requirements. Familiarity with international standards including IEC, IEEE, and CIGRE guidelines related to HVDC systems.

Technical Competencies:

Expert-level proficiency in EHS management systems design, implementation, and auditing. Strong command of risk assessment methodologies including HAZOP, HAZID, QRA, and quantitative risk analysis. Advanced knowledge of environmental monitoring techniques, including air quality, noise, water quality, and soil contamination assessment. Proficiency in incident investigation tools and techniques, including TapRooT, SCAT, and ICAM methodologies. Experience with EHS digital reporting platforms, data analytics tools, and safety management software. Ability to interpret and apply complex regulatory frameworks across multiple jurisdictions.

Proven ability to build and maintain strong working relationships with regulatory authorities, clients, and subcontractors.
