Our Phoenix, Arizona terminal is a critical node in our North American supply chain: it stores 2.5 million barrels of gasoline, diesel, jet fuel and sustainable aviation fuel, serves 120 retail stations across the southwestern United States, and is currently being expanded to add 500 000 barrels of dedicated biofuel and green hydrogen storage capacity by the end of 2026.
We are recruiting a Terminal Operations Manager to lead all on-site activities at our Phoenix facility, ensure strict compliance with federal and state energy regulations, optimize end-to-end fuel flow processes, and lead a team of 25 operational staff. This role reports directly to the Regional Director of North American Operations and is a key position in our strategy to expand our footprint in the U.S. renewable fuels market while maintaining the highest standards of safety and reliability for our clients.
### Key Responsibilities
Your day-to-day missions will be focused on measurable, high-impact operational goals:
1. Oversee all reception, storage and shipping operations for liquid fuels and petroleum products, guaranteeing a 98% on-time truck loading rate aligned with client contracts and a monthly stock loss rate below 0.1%, in line with industry best practices.
2. Manage, train and develop a team of 25 terminal operators, maintenance technicians and safety agents, with a target of 90% employee retention over 12 months, and implement monthly mandatory HSE (Health, Safety and Environment) training sessions for all on-site personnel.
3. Optimize inventory control processes using the SAP MM module, reducing stock discrepancies by 30% within the first 6 months of tenure, and ensure all regulatory reports submitted to the U.S. Environmental Protection Agency (EPA) and Department of Transportation (DOT) are 100% accurate and submitted on deadline.
4. Coordinate train and tanker truck loading and unloading operations, cutting average transporter wait times by 25% within 3 months, and maintain daily relationships with our 45 active suppliers and commercial clients to resolve operational bottlenecks quickly.
5. Supervise the preventive maintenance program for all terminal equipment (pumps, valves, leak detection systems, fire suppression infrastructure), reducing unplanned equipment failures by 40% over a 12-month period, and guarantee 99.5% equipment availability during operational hours.
6. Lead quarterly compliance audits with federal and state authorities, resolve all identified gaps within 10 business days of audit findings, and maintain a 100% compliance score during annual regulatory inspections.
7. Contribute to the terminal’s energy transition project, overseeing the deployment of 50 000 barrels of biofuel storage and 20 000 barrels of green hydrogen storage capacity by Q4 2026, ensuring all new infrastructure meets local safety and environmental standards.

### Candidate Requirements
To be successful in this role, you will need:
- 3 to 5 years of professional experience in oil and gas terminal operations, fuel distribution or bulk liquid storage management, with a proven track record of meeting operational KPIs.
- In-depth knowledge of U.S. federal and state energy regulations, including EPA fuel storage rules and DOT hazardous materials transport requirements.
- Strong proficiency in SAP ERP, ideally with experience in the MM (Materials Management) and PM (Plant Maintenance) modules.
- Demonstrated experience managing frontline operational teams of 20+ people, with a focus on safety culture and employee development.
