Phoenix Petroleum Philippines, Inc. is a leading independent energy distributor operating across the southwestern United States, with a network of 220+ retail service stations, 85 dedicated fuel tanker trucks, and 4 bulk fuel storage facilities across Arizona. For over 15 years, we have supplied high-quality gasoline, diesel, aviation fuel, and renewable fuel blends to commercial fleets, retail customers, and municipal partners, prioritizing safety, regulatory compliance, and operational reliability for all stakeholders.

We are currently seeking a Fuel Logistics and Operational Compliance Manager to join our Phoenix-based operations team, overseeing end-to-end fuel supply chain activities across the state of Arizona. In this role, you will lead a team of 20 logistics and compliance professionals, optimize delivery routes and inventory management, ensure full adherence to federal and state hazardous materials regulations, and drive continuous improvement initiatives to reduce operational costs and carbon emissions across our network.

Key responsibilities for this role include:
1. Oversee end-to-end planning and execution of fuel deliveries (gasoline, diesel, aviation fuel, and renewable diesel blends) for all 220 network stations in Arizona, optimizing routes for our 85-tanker fleet to reduce fuel transportation costs by 12% and maintain a minimum on-time delivery rate of 98.5%, in line with our service level agreements with retail and commercial partners.
2. Ensure full compliance with regulations set by the Pipeline and Hazardous Materials Safety Administration (PHMSA), the Environmental Protection Agency (EPA), and the Arizona Department of Transportation (ADOT) for all fuel transport and storage operations, conducting monthly internal audits and delivering mandatory safety training to 25 drivers and fuel handling staff to reduce safety incidents by 20% year-over-year.
3. Manage relationships with upstream fuel suppliers (Gulf Coast refineries, Phoenix and Tucson bulk storage terminals) to negotiate supply pricing, monitor station fuel inventory levels, and anticipate seasonal demand spikes (summer travel, holiday periods) to eliminate stockouts across the network.
4. Lead operational data analysis using the Descartes Transport Management System (TMS) and Geotab fleet management software to identify efficiency gaps, reduce truck idle time by 8%, and cut delivery-related carbon emissions by 10% by 2026 to meet our corporate sustainability targets.
5. Supervise a team of 12 zone supervisors and 8 logistics planning analysts, delivering monthly one-on-one coaching, tool training, and performance recognition programs to reduce team turnover by 15% by the end of 2025.
6. Manage operational incidents including delivery delays, accidental fuel spills, and vehicle breakdowns by applying corporate crisis protocols, coordinating cross-functional response teams, and submitting required regulatory incident reports within 24 hours of occurrence.
7. Collaborate with the finance team to build and manage the annual logistics operations budget, track expenses for transportation, fleet maintenance, and staff training, and implement targeted cost-saving measures to align with network profitability goals.
8. Drive continuous process improvement by testing new digital tools (station delivery tracking apps for site managers, connected fuel tank monitoring systems) and gathering frontline team feedback to adapt procedures to real-world user needs.

Our operations team works in a hybrid model, with 3 days per week on-site at our Phoenix headquarters for team meetings and fleet coordination, and 2 days remote for planning and reporting tasks. We prioritize a safety-first culture with no penalty for reporting near-misses or hazards, and encourage cross-team collaboration between logistics, compliance, and retail teams. We host quarterly team-building events for logistics staff, offer flexible scheduling for field roles during low-demand periods, and recognize high-performing team members with annual safety and performance awards.

To qualify for this role, you must have a minimum of 5 years of professional experience in fuel logistics, hazardous materials transportation, or energy supply chain management, preferably within the US fuel distribution sector. A valid Class A Commercial Driver’s License (CDL) is a plus, and an OSHA Hazardous Materials certification is highly preferred. Fluency in English is required, and Spanish proficiency is a strong asset given our bilingual frontline teams. You must be able to pass a background check and drug screening in compliance with US Department of Transportation requirements for safety-sensitive roles. You must also have hands-on experience with transport management systems (preferably Descartes), fleet tracking software (Geotab or equivalent), and be proficient in Microsoft Excel for data analysis and reporting. Familiarity with PHMSA, EPA, and ADOT hazardous materials regulations is required, and experience conducting regulatory audits is a plus. A Bachelor’s degree in Logistics, Operations Management or a related field is required; a Master’s degree is an asset.

This role offers a competitive annual salary of $85,000 to $105,000, depending on your years of relevant experience and technical skills. You will also be eligible for an annual performance bonus of up to 15% of your base salary, tied to team delivery performance, safety metrics, and cost-saving targets.
